Methodology & notes
- Source: CMS Unified Rate Review public data (ratereview.healthcare.gov), the federal system where insurers' single-risk-pool rate filings are posted for the Individual and Small Group markets. This tracker checks for new and updated filings daily.
- Proposed vs. final: insurers file proposed changes first (posted in early August for the following plan year); state regulators review and finalize them in late summer and fall. Each carrier row is labeled Proposed or Final, and finals replace proposed figures automatically.
- State figures are the median and range of carrier-level average rate changes as filed. They are not enrollment-weighted (enrollment weights are not in the public data), so a small carrier counts the same as a large one in the median.
- Carrier averages reflect each insurer's average change across its plans; the lowest/highest plan columns show the spread within that carrier's filing.
- Some states run their own rate review portals; timing of when their filings reach the federal system can vary. This tool is informational only and is not insurance, legal, or tax advice.
